UK Governments historically influence the way in which teachers plan lessons and choose resources, by providing additional funding in order to meet their targets, such as the introduction of e-learning credits (2002 ring-fenced funding for the purpose of digital resources).

More recent action from the government such as the Primary strategy (2003) and the five year strategy for Children and learners (2004) has once again meant more developments in the educational market. Such changes and additional funding has provided educational resource suppliers with increased market revenue and led to the creation of highly competitive resource markets.

Although the school makes the final decision on budget spend allocation, it is the government that influences the direction of choice. Some examples of likely market changes in the near future include:

Increase on ICT resource development and revenue at Primary schools

increased demand from schools for resources that engage and motivate Primary pupils.

Numeracy and Literacy resources will continue to be the most lucrative areas of school spending.

Sure starts will increase demand for resources from neighbourhood nurseries and early excellence centres.

The Specialist Schools Programme will increase demand and revenue for specialist subject resources at Secondary schools.

"Suppliers of educational resources will continue to be driven by the ‘uncontrollable and ever-changing’ government strategies that ultimately lead the way in which the market is defined."
